Municipalities Receiving Assistance in Preparing Planning Documentation
24 March 2011, Bujanovac, Nova Varoš, PribojThe European Partnership with Municipalities Programme PROGRES will support the development of general regulation plans for the municipalities of Nova Varoš and Priboj, and the design of the Sanitary Protection Study for the Bujanovac water supply source zone.
The general regulation plans will regulate the conditions for the construction of residential and business facilities. The documents will include clear recommendations on the construction opportunities in each specific zone. The Sanitary Protection Study will be designed with the aim of protecting the quality of water in Bujanovac and it will be integrated in the Bujanovac spatial and general regulation plans, the design of which has already been launched by the Municipality. The Plan will define several levels of protection zones around the water source in Bujanovac and comprise guidelines on any construction in the specific zones.
The development of the plans, an important segment in the long-term approach to development planning, is envisaged by the Law on Planning and Construction.
The European Union and the Government of Switzerland will support the development of the documents via PROGRES. They will cover the estimated plan development costs in the amount of 185,000 Euros, while the municipalities will provide 25,000 Euros in support of the endeavour.
Apart from supporting the municipalities in preparing the planning documentation, PROGRES will also assist them in improving the quality of the services they provide the citizens and businesses and their infrastructure and help them promote their development potentials. Particular attention will be devoted to improving the local self-governments’ respect of the principles of good governance: accountability, transparency, citizens’ participation, non-discrimination and efficiency.
