During the study tour to the One Stop Shop for Issuance of Construction Permits in Leskovac, 37 representatives from the work groups for the establishment of these offices in Vranje, Novi Pazar and Ivanjica exchanged their experiences and strenghtened intermunicipal cooperation. The establishment of the One Stop Shops in these four local self-governments was funded by the European Union and the Government of Switzerland through the European Partnership with Municipalities Programme EU PROGRES with 157,150 Euros.
These municipal services hava a goal to speed up the process of issuing of the construction permits and to enable investors to get fast and in one place all the neccessary information for investment, establishment of the enterprizes and construction. The time for the issuance of the building permits in local governments should be reduced by 20 percent, from an average of 96 days to 77 days. The City of Leskovac already reached this goal in 2013, reducing the time for issuance of the building permits - from 93 to 43 days.
Among the participants of the study tour there were representatives of the local secretariats for economy and planning, departments for local economic development, regional geodesic offices, public utility companies, Electric Power Industry of Serbia and Telekom.
"The One Stop Shop improves the work of municipal administration, because the efficiency in the functioning is noticed, the cases are easy to track and applicants have access to the status of the case," said the Chief of Communal-Housing Affairs for the City of Novi Pazar Hido Plojović.
All participants agreed that the transparency and accountability of local self-governments are the two most important aspects achieved through establishing the One Stop Shop, but also noted that obstacles to further development is the lack of adequate legislation at the central level, and welcomed the drafting of the Law on Spatial Planning and Construction as well as better implementation of the Law on Electronic Signatures.
